Why is the electron configuration for Cl -2 [Ne] 3s^2 3p^6 4s^1 and not [Ar]4s^1?

Those are just two different ways of writing the same thing, to my understanding. You're still ending with 4s^1, one way is just summarized more at the beginning.

Exactly, you are allowed to shorthand the electron configuration starting at the largest shell or n value.
