Technicality for 2.19

The question asks in a) for POSSIBLE values of l but in b) and c) for ALLOWED values for m.

What is the significance of this difference?

I don't believe there is any difference between the terms possible and allowed. In both cases there are specific rules as to which values are acceptable for l or ml, so your answer should be the same whether it had said allowed or possible. The possible or allowed values of l for a specific n are any integer from 0 to n-1, and the allowed/possible values for ml are all of the integers from +l to -l.
