Hi! Do we need to include the f orbital when finding the electron configuration of Tungsten (z=74) for example? Would it be
[Xe] 4f14 5d4 6s2 or [Xe] 6s2 5d4
Also if it is the first one, in what order should the orbitals be listed? Thank you!

I am unsure to your question (I assume you would include the f orbitals), but I wanted to make sure that all we need to know for electron configurations are the s-block, p-block, and 1st row of d-block.

It would be the first one, and it goes f, d,s,p. You don't need to know that though because you only need to know up to the first d-block.
