Valence e- configuration = Ground state e- configuration?

Question: Is the valence electron configuration the same as a ground state electron configuration?

Answer: The valence electron configuration would only require you to say the valence electrons (outermost shell). The ground state electron configuration would require all electrons which can either be written with all orbitals or the noble gas preceding the row in question then the valence electrons.
