Hund's Rule basically says that before any two electrons can occupy an orbital in a subshell, the other orbitals in that same subshell have to be first occupied by one electron. It also states that the electrons filling the subshell will have parallel spin. When two electrons fill the shell, they will have opposite spin electrons.

Doubling up before occupying each state with one electron would cause asymmetry and thus make the atom unstable. By occupying each state before doubling up, the atom becomes more symmetrical and is thus more stable.

This is all a result of electron repulsion. Since electrons are all negatively charged, they repel each other and would want to occupy separate orbitals (they are farther from each other that way).
