Electron Configurations

For 1E.7, is the configuration for nitrogen representing an excited state of the atom because the second spin on 2p is not pointing up?

Yes, because the arrow is pointing down, it is excited. The arrows would need to be all pointing up in order to be grounded.

It requires less energy for the electrons to be opposite, so because they are both up it must be excited.
