Electron Configurations of ions

If we are given a cation ion in the d-block, should we remove electrons from the d orbital first or the outermost s-orbital?

You would remove from the 4s state first and then from the 3d because the 4s becomes higher in energy once the 3d orbital starts being filled.

You would start in the outermost shell as well because it is easier to remove electrons from there rather than spend the energy to remove it from an orbital closer to the nucleus.

the electron would be removed from the highest energy state.
