Why does the D block start with 3d?

Why does the D block start with 3d?

Shouldn't it be 4d? Why is it offset?

When it's empty, the 3d-orbital requires more energy than 4s so it is placed after 4s, but when you start to fill up the 3d-orbital, the energy required to fill it becomes less than it is for the 4s-orbital which is why is 3d and not 4d.
