Helium has the electron configuration 1s2 so it should belong to the s-block, but helium is placed with the p-block because helium is a noble gas (it has a full electron shell) so it is placed with the other noble gases in group 18. The periodic table is also sorted based on chemical properties, hence helium is placed with elements similar to it. So helium is sort of an exception.
