Effective Nuclear Charge

Can someone explain effective nuclear charge? Why does it go up as you go across the period?

Effective nuclear charge increases across the period and decreases going down a group.

The effective nuclear charge increases across the period because of an increase in positive nuclear charge with no accompanying increase in number of electron shells. The effective nuclear charge decreases down a group because the greater size causes a weaker net attraction.

Effective Nuclear Charge increases when the number of protons increases, and the number of protons increases as you go across a table

Effective nuclear charge is the net positive charge experienced by an electron in an atom.
