Effective nuclear charge is the amount of attraction the nucleus exerts on an electron; alternatively it is how strong of a positive force the electron experiences. The trends are that it increases across a period because there is a larger number of protons with no increase in electron shielding, and it decreases down a group because the atoms get bigger.
ENC refers to the net positive charge of the protons in the nucleus acting on the valence electrons. It is always less than the number of protons present in the nucleus because of the shielding effect (decrease in attraction) where the more electron shells there are, the greater the shielding effect will be. ENC increases across a period and down a group.
