For problem E.1, would you just convert 144 pm to m and then multiply 1.00 mol Ag atoms by Avogadro's number?

Yes, but remember to multiply the radius of 144 pm by 2 to get the diameter since you want to find the whole length of the string of atoms.

The solution also stated the distance in kilometers, rather than meters, but I'm not sure why since the problem doesn't specify the unit of measurement.

You would get Avogadro's number, which is 6.022x10^23 atoms / mol then multiply by 288 ppm (which is the diameter), and then convert back to meters by dividing by 10^12 pm.

So wait if you are given units in pm, should you always convert to m? Also how many pm's are in 1 m? Not even sure what a pm is to be honest.

a pm is 1E-12 m. And yes, the answer should usually be in meters but it doesn't really matter. I would say it depends on what the question is asking for.

Usually it is better to convert back to meters.
