Ions vs. Cations Electron Configuration

I know that for cations an electron is deducted from the highest energy level. I was wondering if there is a rule like that for ions, or is it just that the electron is added to the energy level at the end of the configuration?

Yes, for anions the electron is added to the highest energy level shell that there is.

Yes this is known as the octet rule. Atoms need to achieve a stable state which is why cations lose electrons to achieve a stable state.

in order for the anion atom to become stable (following the octet rule), the electrons are added to its highest energy level shell.
