Why is it that when the electrons go down from a certain energy level due to the attraction to a positive cation, they do not go all the way down but instead end up at energy level one?

I think in the case of ~Atomic Spectra~, it's not so much the attraction of electrons to protons, but instead the absorption and emission of energy.

n=1 is the ground state/ energy level for electrons, which is the furthest "way down" an electron can go after emitting energy.

^ yes, things in nature will always go to their lowest state of energy, and in this case that state is n=1

Is n=1 the lowest state for all atoms or just hydrogen atoms?
