threshold energy

if the energy level doesn't meet the threshold level what happens to it?

By "it," are you referring to the electron? If so, if the photon does not reach the threshold energy, no electron will be emitted.

If the energy of the photon is not more than or equal to the threshold energy, or energy required to eject electrons from the metal surface, than it isn't possible for the beam hitting the metal to result in electron ejection.
