Light and Electrons

In one of the module's Professor Lavelle mentions that light's affect on electrons is more noticeable because they have a much smaller mass than protons/neutrons. However, would the position of the electron's in the atom also be significant, because they are located in orbitals outside the nucleus?

I think the position ie the shells/orbitals of the electrons are significant in how electrons are affected by light because the electrons in the outermost shells have the highest energy, therefore less outside energy is required to affect it. Following this trend, electrons in the inner shells are at lower energy states and need more outside energy to affect it. Since the energy states of the electrons and how much energy is required to affect them is dictated by their position/shells they are in, yes the position of the electrons in the atoms are significant.
