Is the speed of electromagnetic radiation always constant?- even when frequency decreases or wavelength decreases?

Yes, the speed is always constant. This way, you can solve for the frequency of a wave given the wavelength and vice versa.

This speed is always the speed of light, which is about 3x10^8 m/s. The equation that we can use to find either wavelength or frequency of electromagnetic radiation is (wavelength)(frequency) = (speed of light).
