The Octet Rule (and exceptions)

Looking over my notes, I noticed and remembered from lecture that there are exceptions to the octet rule. I understood the exception for Hydrogen, Helium, Lithium, and Beryllium, but am confused for the exception regarding those in the third period (and especially how they can have more than 8 valence electrons). Is it because each shell holds 2(n^2) electrons, and when you have elements with a higher amount of shells they can have more valence electrons?

"some of the third-period elements (Si, P, S, and Cl) have been observed to bond to more than four other atoms, and thus need to involve more than the four pairs of electrons available in an s2p6 octet. This is possible because for n=3, the d sublevel exists, and it has five d orbitals."
