I saw the back cover for the constant but I'm still not sure why there is an importance to it
they describe epsilon zero
z1 and z2 and e
but not permittivity

These constants are beyond the scope of the class. The only equation you need to be familiar with is electrostatic energy = q1q2/r and even with this equation you will not be expected to calculate anything. Just know what each parameter represents.
