Partial charge or full charge

How do I tell whether an atom in a molecule has a partial positive/negative charge or a full positive/negative charge?

I believe fully positive or negative atoms occur in ionic bonds while partially positive or negative atoms occur in covalent bonds.

Also by finding the formal charge you can see charges and how the affect each other as well as how they cancel out in stable molecules

Its easier to spot a partial charge in a covalent too when the electronegativities between the two atoms are more different. When they are about the same or closer to being the same then the electrons are more equally shared and it can be less noticeable per say.

A nonpolar molecule will have no charge and a polar molecule will have partial charges. A partial negative would go on the more EN side and a partial positive would go on the less EN side of the molecule because the electron concentration goes more towards the more EN element.
