What does it mean by achieving "lowest energy" when bonding?

It just means that it is at it's most stable state.

When referring to the lowest energy it means that the molecule wants to have a full octet in the valence electrons. Therefore they have no electronegative energy.

Is this related to ground state at all? Like would lowest energy mean the electrons are in ground state?

Lowest energy does not have to do with ground state. Lowest energy is when all of the electrons are most stable, so when the octet of valence electrons is filled. This is only ground state for noble gases.
