How do you determine the central atoms and the order of the atoms in general?

The central atom is the least electronegative(lowest ionization energy also works), h is not central, c is almost always central if present
Once the central atom is selected arrange the remaining elements around symmetrically making sure to be mindful of number of electrons, formal charge, and resonance
