What does localized vs delocalized electrons mean?

Localized electrons remain close to an atom or in the same place, however delocalized electrons are shown in different places between different resonance structures.

Delocalized electrons are electrons that are involved in resonance structures. For example, benzene, C6H6, has three delocalized double bonds, meaning that the three double bonds can be placed in different areas.
