Strength of covalent bonds

For #87, Chapter 3, 6th edition, why does CF4 have the strongest bond? Based on electronegativity, the strength of CF4 should be the strongest right?

sorry I meant based on electronegativity, CF4 should be the weakest

I think we have to look at this problem in terms of what type of bonds and how it overlaps. sigma is not overlapping as much as pi bonds so it is stronger in that sense. sorry if this is confusing. Try searching an image online, if you see it might make more sense.
