Did this question expect us to have the electronegativity values available? If not, how were you able to determine that CH4 has less ionic character than CF4? And that C and S have closer electronegativities than C and O?
You just have to look at the electronegativity difference between the two atoms, which can be found using the periodic trend. You'll be given the periodic table on the test to use, it can be helpful to circle the atoms and look at their physical distance on the periodic table while thinking about electronegativity. The greater the distance, the more ionic character typically expressed.
