Hydrogen bonding occurs when a hydrogen atom is covalently bound to an oxygen, fluorine, or nitrogen atom.

So only 3 elements can partake in hydrogen bonding: Oxygen, Nitrogen, and Flourine.

The lone pair on a N, O, or F bonded to an H interact with the H of another molecule with an N, O, or F bonded to it as well

Hydrogen atom covalently bonded to Nitrogen, Oxygen, or Fluorine.

N, O, or F can form a hydrogen bond with H.
