Bond Forming
If bonds are forming and breaking all the time then why don't things fuse or bind together when they touch each other?

There are multiple "check lists" that have to be met for a bond to form between to entities: these are called the steric effects. For example, orientation of the two molecules and the speed at which they collide are two crucial components.

Molecules must also collide with enough energy to overcome the activation energy needed to form a bond.

When they touch together, they technically are binding together with weak, longer bonds, but these can sometimes be broken up. When colliding with a higher activation energy, the bonds become stronger, and fusion can occur.

things tend to get stabilized when they reach equilibrium; to break this requires energy. when enough energy is given to cross the activation energy barrier, then a binding would happen

I vaguely recall that weaker forces such as the Van der Waals forces allows small, miniscule interactions that would allow bonds to form simultaneously. Otherwise, like above posts have said, the strong bonds need a certain activation energy and supplied energy to form bonds.

Some parts of molecules may have the same charges that make them repel each other. There might have some van der Wal forces, but they might be too weak.

There are Van der Waal forces are the attraction of intermolecular forces between molecules. Therefore small interactions can occur but it depends on the situation because molecules need a certain amount of energy to bond.
