Correct! Sigma bonds are formed whenever atomic orbitals overlap along the bond axis. Pi bonds, on the other hand, form whenever p orbitals overlap and appear perpendicular to sigma bonds. Because of this, pi bonds will only occur if sigma bonds are present.

I'm a little confused but this could be just me overanalyzing terminology. Sigma bonds are not literally within pi bonds, correct? For example, in a double bond, is one of the two is sigma while the other is pi or are they merged?
