Octet exceotions

If an atom is part of the octet exceptions, why can't it technically form quadruple bonds?

it can't form a quadruple bond because there can't be more than four covalent bonds because there are only eight available electrons. The are named a valence shell because of the way they are grouped.

Hi,

It cannot form quadruple bonds because you always want to have the most neutral formal charge and follow the rule of how many bonds that element likes.
