How do you determine if pi bonds are localized or delocalized when looking at line structures??

I know that pi bonds in a Carbon ring like benzene are delocalized because the electrons that make up those pi bonds and equally distributed between all 6 of the Carbon atoms in that benzene ring.

It is delocalized if there are other bonds near that pi bond because then the electrons will be spread out over all of the bonds and not specifically localized to that pi bond.
