Rotating Bond?

I remember Dr. Lavelle talking about either sigma or pi bonds being able to rotate, which one was it? Thank you!

Sigma bonds are able to rotate but pi bonds are not.

pi bonds cannot rotate

pi bonds can't rotate because they are overlapping side to side and not head to head like a sigma bond.

Sigma bonds are allowed to rotate because the electron distribution does not change and bond strength stays the same due to the fact that electron density in sigma bonds are along the axis
