Formal charges

Is it always better to have the central atom with a formal charge of 0 despite the other atoms within that molecule with a greater formal charge? Also if we are removing an electron due to cationic compound, do we always remove electrons from the outer atoms?

My understanding is that it is more stable for the central atom to have a fc of 0, especially because in a lot of cases the negative charge can dissociate across several outer atoms. In terms of removing an electron, I think in most cases the electron would come from the less electronegative atom.
