Cl2O2 Lewis Diagram

Why is Oxygen in the middle of the Lewis Diagram for Cl2O2 when Cl is more electronegative? I reviewed this diagram from lecture, which places the 2 Oxygen atoms in the middle, each with 2 lone pairs and single bonds, and the 2 Chlorine atoms on the outside with 3 lone pairs each and connected by single bonds.

Oxygen is actually more electronegative than chlorine (3.44 vs 3.16), though just slightly.

It is actually the least electronegative atom that goes in the middle, because it is more likely to share its bonds/electrons.
