Why would in HSO3- would the hydrogen bond to the oxygen and not to sulfur the central atom?

I looked this up too and found a response by an old Chem_Mod, who said:
"Typically for inorganic compounds you set the atom with the lowest first ionization energy as your central atom and work from there. For organic molecules the way the formula is written usually tells you something about the structure. The case you mention is a particularly tricky case. You would have to be given the connectivity of atoms to solve this. You would not be expected to realize it on your own. The reason it is like this for HSO3- is because of the acidic nature of the compound. It is a better acid if it is bound to the H."
