Why are their two bonds on the circled bonds?

These are double bonds, and they are needed to give each carbon atom a full octet of electrons. If you count the number of valence electrons for the molecule and compare with the number of bonds, you'll see that they correspond to each other (2 electrons for each bond). I believe the double bonds are also arranged in this way for minimum electron repulsion.
