Exceeded Octet

How do you determine whether the octect rule is exceeded? And where do you assign those extra pairs?

The octet rule can be violated for all elements after phosphorus as elements after that have access to the 3d orbitals which can accommodate extra electrons. The electrons of an atom with an expanded octet would be on the atom itself.

It's been very helpful for me to think about your question in terms of this: all elements C N O F Ne want to form an octet. Period.... but elements after & including Phosphorus want to minimize their formal charge (even if that ends up forming more than an octet). So if you've formed a good lewis structure but you're using an element after Phosphorus and see a way to reduce the formal charge: do it!

Practice and you'll start noticing more patterns.
