Energy in lewis structures

How can you tell which structure has higher or lower energy? For example in 3.54, we have to identify which structure has the lowest energy.

I believe you can tell which one has the lowest energy by looking at the formal charges of each atom in the structure. I think the one with the lowest charges should be the one with lower energy.

When the formal charge is 0, then the energy is the lowest.
You can check it on the textbook!
