Do does the unpaired electron in a radical go to the least electronegative atom or to the one with the lowest formal charge?

From what I understand, the radical generally goes to the least electronegative atom (for example, in ch 3 question 123 the lewis structure of HOCO places the radical on the Carbon rather than one of the Oxygens).

It also helps to check the formal charges of each atom. For example, with HOCO, placing the unpaired electron on the carbon gives it a formal charge of 0.

All the midterm Lewis structures came from the homework questions.

Give an octet to the atoms with higher electronegativity and less than an octet (radical) on the atom with lower electronegativity.
