Octet Rule

Why does the molecule NO2 not obey the octet rule?
Is it because of the lone pair that is placed on the central figure N?

Yes it is one electron short of completing the octet

NO2 is a radical, meaning it does not have a full octet on the N atom, and N has one lone electron instead of a lone pair.
