where are radicals found? on the least electronegative element in the lewis structure?

Correct. Radicals are placed on the least electronegative atom, because the most electronegative atom would rather have a full octet. For example, on the very last midterm problem (HOCO), Carbon would get the radical because it is less electronegative than oxygen and oxygen would much rather have the full octet that it already has.
