When looking at the noble gases, is it possible for them to gain anymore electrons even if their outermost shell is full? If so can they complete a new shell?

No, Noble gasses have a full valence shell and do not need any electrons to become stable.

The reason on why electrons are added is to achieve a stable state, therefore noble gases do not need electrons to be added as they are in the most stable due to their complete outer shell.

No because you have to keep in mind that noble gases have full outer shell of electrons. Helium has two electrons in its outer shell and the rest have eight electrons. Because of their full outer shells, they are very inert and stable. This means they don't tend to react with other elements to form compounds.
