When to use lone pairs or bonds

When drawing lewis structures with a central atom that is an exception to the octet rule, how do you know whether to add a double bond or an extra lone pair onto the central atom?

I believe that you'd have to look at the formal charge to decide which to add; if the lewis structure has a lower formal charge with a double bond,then that should be added, and vice versa. I hope that helped!

I think you initially connect your atoms with single bonds and then use formal charge to distribute the rest of the electrons.
