ClO and ClNO3 Lewis Structure

ClO and ClNO3 Lewis Structure

These are from homework 2C 5. The solution manual shows that for ClO, the lewis structure would be a single bond between Cl and O, however, leaving five valence electrons on Cl. I don't understand why there are only five valence electrons left in this lewis structure for Cl since Cl has seven valence electrons, and by sharing one with oxygen, it should have six valence electrons left. Also, for ClNO3, I thought N has five valence electrons, but the solution only shows four bonds on the N atom with the oxygen atoms, leaving no valence electron on N atom. I don't understand how this works.

We will be discussing Lewis structures in a couple of weeks and it will make sense now. We still need to cover about 4 lectures on Lewis structures.
