According to the textbook, electron affinity is the "energy released when an electron is added to a gas-phase atom" whereas electronegativity is defined as the "electron-pulling power of an atom when it is part of a molecule." I don't think they would be interchangeable because one is talking about a quantitative energy while the other is discussing the property of molecules.
