Lewis Structure of SO4^2- and Formal Charge

In class professor Lavelle did an example where he drew the SO4^2- ion with all single bonds, and then drew another structure where there were 2 double bonds. Which one would be the correct way to draw it? Would both technically be correct, just that the second one is more correct due to the formal charge? I'm a little confused when formal charge comes into play when drawing structures, like if we should take the formal charge into account every time we draw a structure?

Also, if the more correct way to draw SO4^2- is the structure with double bonds, would we have to draw the second resonance structure as well?

We are supposed to calculate formal charge when drawing every Lewis structure and try to minimize it as much as possible. I don't think you have to draw multiple resonance structures unless the question specifically asks for them.
