Identifying the central atom in ONF

How would you determine the central atom in a molecule such as ONF?

Because oxygen has the lowest ionization energy wouldn’t it be oxygen not nitrogen? Why is the central atom N?

I believe it also has to do with which atom is the least electronegative, which in this case would be Nitrogen

Nitrogen has lower electronegativity which is why it is in the middle

Nitrogen is the least electronegative atom, thus it is the central atom.
