OCl2 Structure

Can someone confirm what the lewis structure of OCl2 is?

Is Chlorine the central atom (because it is less electronegative than oxygen)?

Can Chlorine form double bonds?

Oxygen is more electronegative than chlorine (oxygen is 3.5 and chlorine is 3.0) so oxygen would be the central atom and is bonded once to each chlorine atom (Cl-O-Cl)
