why isn't the lewis structure of ClCN C single bonded with N on one side and Cl on the other?

The structure with carbon being triple bonded to nitrogen allows for both carbon and nitrogen to have a formal charge of 0. N would have a FC of -2 if it was single bonded to C.

The triple bond to nitrogen and single bond to chlorine would also be preferable since it satisfies the octet rule for carbon.
