How are we able to tell whether a single element is a lewis acid or base? Does this have to do electronegativity?

To tell if an element is a lewis acid or base just remember that a lewis acid is a species that accepts an electron pair like BF3 and a lewis base is a species that donates an electron pair like NH3.

Lewis acids are defined as accepting a pair of electrons whilst the Lewis bases are donors of electrons. So it would be based on whether the molecule accepts or gives electron pairs

Lewis acids accept pairs of electrons, while Lewis bases donate pairs of electrons.
