how does an atom or molecule not follow the octet rules? how do you explain them?

elements that are closer to the noble gases periodically speaking are going to want to fulfill the octet rule since theyre already close to a full 8 electrons. Elements like in group 13 only have 5 valence electrons so its more work to get those electrons for their full octet so they dont subscribe to the rule.
